大夫曰：「王者塞天財，禁關市，執準守時，以輕重御民。豐年歲登，則儲積以備乏絕；凶年惡歲，則行幣物；流有餘而調不足也。昔禹水湯旱，百姓匱乏，或相假以接衣食。禹以歷山之金，湯以莊山之銅，鑄幣以贖其民，而天下稱仁。往者財用不足，戰士或不得祿，而山東被災，齊、趙大饑，賴均輸之畜，倉廩之積，戰士以奉，饑民以賑。故均輸之物，府庫之財，非所以賈萬民而專奉兵師之用，亦所以賑困乏而備水旱之災也。」
