文學曰：「洪水滔天，而有禹之績，河水泛濫，而有宣房之功。商紂暴虐，而有孟津之謀，天下煩擾，而有乘羨之富。夫上古至治，民樸而貴本、安愉而寡求。當此之時，道路罕行，市朝生草。故耕不強者無以充虛，織不強者無以掩形。雖有湊會之要，陶、宛之術，無所施其巧。自古及今，不施而得報，不勞而有功者，未之有也。」
