大夫曰：「燕之涿、薊，趙之邯鄲，魏之溫軹，韓之滎陽，齊之臨淄，楚之宛、陳，鄭之陽翟，三川之二周，富冠海內，皆為天下名都，非有助之耕其野而田其地者也，居五諸之沖，跨街衢之路也。故物豐者民衍，宅近市者家富。富在術數，不在勞身；利在勢居，不在力耕也。
