大夫曰：「五行：東方木，而丹、章有金銅之山；南方火，而交趾有大海之川；西方金，而蜀、隴有名材之林；北方水，而幽都有積沙之地。此天地所以均有無而通萬物也。今吳、越之竹，隋、唐之材，不可勝用，而曹、衛、梁、宋，采棺轉屍；江、湖之魚，萊、黃之鮐，不可勝食，而鄒、魯、周、韓，藜藿蔬食。天地之利無不贍，而山海之貨無不富也；然百姓匱乏，財用不足，多寡不調，而天下財不散也。」
