文學曰：「周之季末，天子微弱，諸侯力政，故國君不安，謀臣奔馳。何者？敵國眾而社稷危也。今九州同域，天下一統，陛下優遊巖廊，覽群臣極言至論，內詠雅、頌，外鳴和鑾，純德粲然，並於唐、虞，功烈流於子孫。夫蠻、貊之人，不食之地，何足以煩慮，而有戰國之憂哉？若陛下不棄，加之以德，施之以惠，北夷必內向，款塞自至，然後以為胡制於外臣，即匈奴沒齒不食其所用矣。」
