文學曰：「夫欲安民富國之道，在於反本，本立而道生。順天之理，因地之利，即不勞而功成。夫不修其源而事其流，無本以統之，雖竭精神，盡思慮，無益於治。欲安之適足以危之，欲救之適足以敗之。夫治亂之端，在於本末而已，不至勞其心而道可得也。孔子曰：『不通於論者難於言治，道不同者，不相與謀。』今公卿意有所倚，故文學之言，不可用也。」
