御史曰：「內郡人眾，水泉薦草，不能相贍，地勢溫濕，不宜牛馬；民跖耒而耕，負檐而行，勞罷而寡功。是以百姓貧苦，而衣食不足，老弱負輅於路，而列卿大夫，或乘牛車。孝武皇帝平百越以為園圃，卻羌、胡以為苑囿，是以珍怪異物，充於後宮，騊駼駃騠，實於外廄，匹夫莫不乘堅良，而民間厭橘柚。由此觀之：邊郡之利亦饒矣！而曰『何福之有？』未通於計也。」
