文學曰：「什一而籍，民之力也。豐耗美惡，與民共之。民勤，己不獨衍；民衍，己不獨勤。故曰：『什一者，天下之中正也。』田雖三十，而以頃畝出稅，樂歲粒米狼戾而寡取之，凶年饑饉而必求足。加之以口賦更繇之役，率一人之作，中分其功。農夫悉其所得，或假貸而益之。是以百姓疾耕力作，而饑寒遂及己也。築城者先厚其基而後求其高，畜民者先厚其業而後求其贍。論語曰：『百姓足，君孰與不足乎？』」
