御史曰：「古者，十五入大學，與小役；二十冠而成人，與戎；五十以上，血脈溢剛，曰艾壯。詩曰：『方叔元老，克壯其猷。』故商師若烏，周師若荼。今陛下哀憐百姓，寬力役之政，二十三始傅，五十六而免，所以輔耆壯而息老艾也。丁者治其田里，老者修其唐園，儉力趣時，無饑寒之患。不治其家而訟縣官，亦悖矣。」
