文學曰：「天設三光以照記，天子立公卿以明治。故曰：公卿者，四海之表儀，神化之丹青也。上有輔明主之任，下有遂聖化之事，和陰陽，調四時，安眾庶，育群生，使百姓輯睦，無怨思之色，四夷順德，無叛逆之憂，此公卿之職，而賢者之所務也。若伊尹、周、召三公之才，太顛、閎夭九卿之人。文學不中聖主之明舉，今之執政，亦未能稱盛德也。」
