「古者，不以人力徇於禽獸，不奪民財以養狗馬，是以財衍而力有餘。今猛獸奇蟲不可以耕耘，而令當耕耘者養食之。百姓或短褐不完，而犬馬衣文繡，黎民或糟糠不接，而禽獸食粱肉。
