「古者，人君敬事愛下，使民以時，天子以天下為家，臣妾各以其時供公職，古今之通義也。今縣官多畜奴婢，坐稟衣食，私作產業，為奸利，力作不盡，縣官失實。百姓或無斗筲之儲，官奴累百金；黎民昏晨不釋事，奴婢垂拱遨遊也。
