大夫曰：「共其地，居是世也，非有災害疾疫，獨以貧窮，非惰則奢也；無奇業旁入，而猶以富給，非儉則力也。今曰施惠悅爾，行刑不樂；則是閔無行之人，而養惰奢之民也。故妄予不為惠，惠惡者不為仁。」
