賢良曰：「三代之盛無亂萌，教也；夏、商之季世無順民，俗也。是以王者設庠序，明教化，以防道其民，及政教之洽，性仁而喻善。故禮義立，則耕者讓於野；禮義壞，則君子爭於朝。人爭則亂，亂則天下不均，故或貧或富。富則仁生，贍則爭止。昏暮叩人門戶，求水火，貪夫不吝，何則？所饒也。夫為政而使菽粟如水火，民安有不仁者乎！」
