大夫曰：「博戲馳逐之徒，皆富人子弟，非不足者也。故民饒則僭侈，富則驕奢，坐而委蛇，起而為非，未見其仁也。夫居事不力，用財不節，雖有財如水火，窮乏可立而待也。有民不畜，有司雖助之耕織，其能足之乎？」
