賢良曰：「周公之相成王也，百姓饒樂，國無窮人，非代之耕織也。易其田疇，薄其稅斂，則民富矣。上以奉君親，下無饑寒之憂，則教可成也。語曰：『既富矣，又何加焉？曰，教之。』教之以德，齊之以禮，則民徙義而從善，莫不入孝出悌，夫何奢侈暴慢之有？管子曰：『倉廩實而知禮節，百姓足而知榮辱。』故富民易與適禮。」
