賢良曰：「古者，春省耕以補不足，秋省斂以助不給。民勤於財則貢賦省，民勤於力則功築罕。為民愛力，不奪須臾。故召伯聽斷於甘棠之下，為妨農業之務也。今時雨澍澤，種懸而不得播，秋稼零落乎野而不得收。田疇赤地，而停落成市，發春而後，懸青幡而策土牛，殆非明主勸耕稼之意，而春令之所謂也。」
