大夫曰：「禹、湯聖主，后稷、伊尹賢相也，而有水旱之災。水旱，天之所為，饑穰，陰陽之運也，非人力。故太歲之數，在陽為旱，在陰為水。六歲一饑，十二歲一荒。天道然，殆非獨有司之罪也。」
