大夫曰：「不軌之民，困橈公利，而欲擅山澤。從文學、賢良之意，則利歸於下，而縣官無可為者。上之所行則非之，上之所言則譏之，專欲損上徇下，虧主而適臣，尚安得上下之義，君臣之禮？而何頌聲能作也？」
