文學曰：「異時，縣官修輕賦，公用饒，人富給。其後，保胡、越，通四夷，費用不足。於是興利害，算車舡，以訾助邊，贖罪告緡，與人以患矣。甲士死於軍旅，中士罷於轉漕，仍之以科適，吏征發極矣。夫勞而息之，極而反本，古之道也，雖舜、禹興，不能易也。」
