大夫曰：「昔夏后底洪水之災，百姓孔勤，罷於籠臿，及至其後，咸享其功。先帝之時，郡國頗煩於戎事，然亦寬三陲之役。語曰：『見機不遂者隕功。』一日違敵，累世為患。休勞用供，因弊乘時。帝王之道，聖賢之所不能失也。功業有緒，惡勞而不卒，猶耕者倦休而困止也。夫事輟者無功，耕怠者無獲也。」
