大夫曰：「漢興以來，修好結和親，所聘遺單于者甚厚；然不紀重質厚賂之故改節，而暴害滋甚。先帝睹其可以武折，而不可以德懷，故廣將帥，招奮擊，以誅厥罪；功勛粲然，著於海內，藏於記府，何命『亡十獲一』乎？夫偷安者後危，慮近者憂邇，賢者離俗，智士權行，君子所慮，眾庶疑焉。故民可與觀成，不可與圖始。此有司所獨見，而文學所不睹。」
