文學曰：「往者，匈奴結和親，諸夷納貢，即君臣外內相信，無胡、越之患。當此之時，上求寡而易贍，民安樂而無事，耕田而食，桑麻而衣，家有數年之蓄，縣官余貨財，閭里耆老，咸及其澤。自是之後，退文任武，苦師勞眾，以略無用之地，立郡沙石之間，民不能自守，發屯乘城，挽輦而贍之。愚竊見其亡，不睹其成。」
