文學曰：「誠信著乎天下，醇德流乎四海，則近者哥謳而樂之，遠者執禽而朝之。故正近者不以威，來遠者不以武，德義修而任賢良也。故民之於事也，辭佚而就勞，於財也，辭多而就寡。上下交讓，道路鴈行。方此之時，賤貨而貴德，重義而輕利，賞之不竊，何寶之守也！」
