大夫曰：「古者，為國必察土地、山陵阻險、天時地利，然後可以王霸。故制地城郭，飭溝壘，以禦寇固國。春秋曰：『冬浚洙。』修地利也。三軍順天時，以實擊虛，然困於阻險，敵於金城。楚莊之圍宋，秦師敗崤嵚崟，是也。故曰：『天時不如地利。』羌、胡固，近於邊，今不取，必為四境長患。此季孫之所以憂顓臾，有句賤之變，而為強吳之所悔也。」
