文學曰：「湯得伊尹，以區區之亳兼臣海內，文王得太公，廓酆、鄗以為天下，齊桓公得管仲以霸諸侯，秦穆公得由余，西戎八國服。聞得賢聖而蠻、貊來享，未聞劫殺人主以懷遠也。詩云：『惠此中國，以綏四方。』故『自彼氐、羌，莫不來王。』非畏其威，畏其德也。故義之服無義，疾於原馬良弓；以之召遠，疾於馳傳重驛。」
