十二月，己巳，益州大都督竇軌奏稱獠反，請發兵討之。上曰：「獠依阻山林，時出鼠竊，乃其常俗；牧守苟能撫以恩信，自然帥服，安可輕動干戈，漁獵其民，比之禽獸，豈為民父母之意邪！」竟不許。
