唐初，士大夫以亂離之後，不樂仕進，官員不充。省符下諸州差人赴選，州府及詔使多以赤牒補官。至是盡省之，勒赴省選，集者七千餘人，林甫隨才銓敘，各得其所，時人稱之。詔以關中米貴，始分人於洛州選。
