上謂黃門侍郎王珪曰：「開皇十四年大旱，隋文帝不許賑給，而令百姓就食山東，比至末年，天下儲積可供五十年。煬帝恃其富饒，侈心無厭，卒亡天下。但使倉廩之積足以備凶年，其餘何用哉！」
