上謂房玄齡等曰：「為政莫若至公。昔諸葛亮竄廖立、李嚴於南夷，亮卒而立、嚴皆悲泣，有死者，非至公能如是乎！又高熲為隋相，公平識治體，隋之興亡，系熲之存沒。朕既慕前世之明君，卿等不可不法前世之賢相也。」
