西突厥統葉護可汗為其伯父所殺；伯父自立，是為莫賀咄侯屈利俟毘可汗。國人不服，弩矢畢部推泥孰莫賀設為可汗，泥孰不可。統葉護之子咥力特勒避莫賀咄之禍，亡在康居，泥孰迎而立之，是為乙毘缽羅肆葉護可汗，與莫賀咄相攻，連兵不息，俱遣使來請婚。上不許，曰：「汝國方亂，君臣未定，何得言婚！」且諭以各守部分，勿復相攻。於是西域諸國及敕勒先役屬西突厥者皆叛之。
