壬申，以前司農卿竇靜為夏州都督。靜在司農，少卿趙元楷善聚斂，靜鄙之，對官屬大言曰：「隋煬帝奢侈重斂，司農非公不可；今天子節儉愛民，公何所用哉！」元楷大慚。
