乙丑，牂柯酋長謝能羽及充州蠻入貢，詔以牂柯為牂州；黨頃酋長細封步賴來降，以其地為軌州；各以其酋長為刺史。党項地亙三千里，姓別為部，不相統壹，細封氏、費聽氏、往利氏、頗超氏、野辭氏、旁當氏、米擒氏、拓跋氏，皆大姓也。步賴既為唐所禮，餘部相繼來降，以其地為崌、奉、巖、遠四州。
