茌平人馬周，客遊長安，捨於中郎將常何之家。六月，壬午，以旱，詔文武官極言得失。何武人不學，不知所言，周代之陳便宜二十餘條。上怪其能，以問何，對曰：「此非臣所能，家客馬周為臣具草耳。」上即召之；未至，遣使督促者數輩。及謁見，與語，甚悅，令直門下省，尋除監察御史，奉使稱旨。上以常何為知人，賜絹三百匹。
