上嘗與侍臣論獄，魏徵曰：「煬帝時嘗有盜發，帝令於士澄捕之，少涉疑似，皆拷訊取服，凡二千餘人，帝悉令斬之。大理丞張元濟怪其多，試尋其狀，內五人嘗為盜，餘皆平民；竟不敢執奏，盡殺之。」上曰：「此豈唯煬帝無道，其臣亦不盡忠。君臣如此，何得不亡？公等宜戒之！」
