上謂侍臣曰：「朕比來決事或不能皆如律令，公輩以為事小，不復執奏。夫事無不由小以致大，此乃危亡之端也。昔關龍逄忠諫而死，朕每痛之。煬帝驕暴而亡，公輩所親見也。公輩常宜為朕思煬帝之亡，朕常為公輩念關龍逄之死，何患君臣不相保乎！」
