戴州刺史賈崇以所部有犯十惡者，御史劾之。上曰：「昔唐、虞大聖，貴為天子，不能化其子；況崇為刺史，獨能使其民比屋為善乎！若坐是貶黜，則州縣互相掩蔽，縱捨罪人。自今諸州有犯十惡者，勿劾刺史，但令明加糾察，如法施罪，庶以肅清奸惡耳。」
