辛卯，上曰：「朕於戎、狄所以能取古人所不能取，臣古人所不能臣者，皆順眾人之所欲故也。昔禹帥九州之民，鑿山槎木，疏百川注之海，其勞甚矣，而民不怨者，因人之心，順地之勢，與民同利故也。」
