上以高麗困弊，議以明年發三十萬眾，一舉滅之。或以為大軍東征，須備經歲之糧，非畜乘所能載，宜具舟艦為水運。隋末劍南獨無寇盜，屬者遼東之役，劍南復不預及，其百姓富庶，宜使之造舟艦。上從之。秋，七月，遣右領左右府長史強偉於劍南道伐木造舟艦，大者或長百尺，其廣半之。別遣使行水道，自巫峽抵江、揚，趣萊州。
