庚戌，左武候引駕盧文操逾牆盜左藏物，上以引駕職在糾繩，乃自為盜，命誅之。諫議大夫蕭鈞諫曰：「文操情實難原，然法不至死。」上乃免文操死，顧侍臣曰：「此真諫議也！」閏月，長孫無忌等上所刪定律令式，甲戌，詔頒之四方。
