許敬宗、李義府希皇后旨，誣奏侍中韓瑗、中書令來濟與褚遂良潛謀不軌，以桂州用武之地，授遂良桂州都督，欲以為外援。八月，丁卯，瑗坐貶振州刺史，濟貶台州刺史，終身不聽朝覲。又貶褚遂良為愛州刺史，榮州刺史柳奭為象州刺史。
