乙丑，分西突厥地置濛池、昆陵二都護府，以阿史那彌射為左衛大將軍、昆陵都護、興昔亡可汗，押五咄陸部落；阿史那步真為右衛大將軍、濛池都護、繼往絕可汗，押五弩失畢部落。遣光祿卿盧承慶持節冊命，仍命彌射、步真與承慶據諸姓降者，准其部落大小，位望高下，授刺史以下官。
