文學曰：「周室衰，禮樂壞，不能統理，天下諸侯交爭，相滅亡，幷為六國，兵革不休，民不得寧息。秦以虎狼之心，蠶食諸侯，幷吞戰國以為郡縣，伐能矜功，自以為過堯、舜而羞與之同。棄仁義而尚刑罰，以為今時不師於文而決於武。趙高治獄於內，蒙恬用兵於外，百姓愁苦，同心而患秦。陳王赫然奮爪牙為天下首事，道雖凶而儒墨或幹之者，以為無王之矣，道擁遏不得行，自孔子以至於茲，而秦復重禁之，故發憤於陳王也。孔子曰：『如有用我者，吾其為東周乎！』庶幾成湯、文、武之功，為百姓除殘去賊，豈貪祿樂位哉？」
