凡爲國之急者，必先禁末作文巧。末作文巧禁，則民無所游食。民無所游食，則必事農。民事農則田墾，田墾則粟多，粟多則國富，國富者兵彊，兵彊者戰勝，戰勝者地廣。是以先王知衆民、彊兵、廣地、富國之必生於粟也，故禁末作，止奇巧，而利農事。今爲末作奇巧者，一日作而五日食。農夫終歲之作，不足以自食也。然則民舍本事而事末作。捨本事而事末作，則田荒而國貧矣。
