管子曰：「人君操本，民不得操末。人君操始，民不得操卒。其在涂者，籍之於衢塞。其在穀者，守之春秋。其在萬物者，立貲而行。故物動則應之。故豫奪其涂則民無遵，君守其流則民失其高。故守四方之高下，國無游賈，貴賤相當，此謂國衡。以利相守，則數歸於君矣。」
