人主之所以令則行、禁則止者，必令於民之所好，而禁於民之所惡也。民之情，莫不欲生而惡死，莫不欲利而惡害。故上令於生利人則令行，禁於殺害人則禁止。令之所以行者，必民樂其政也，而令乃行。故曰：「貴有以行令也。」
