莅民如父母，則民親愛之。道之純厚，遇之有實，雖不言曰吾親民，而民親矣。莅民如仇讎，則民疏之。道之不厚，遇之無實，詐僞並起，雖言曰吾親民，民不親也。故曰：「親近者言無事焉。」
