人主之治國也，莫不有法令，賞罰具。故其法令明，而賞罰之所立者當，則主尊顯而姦不生。其法令逆，而賞罰之所立者不當，則羣臣立私而壅塞之，朋黨而劫殺之。故《明法》曰：「滅塞侵壅之所生，從法之不立也。」
