明主之治國也，案其當宜，行其正理。故其當賞者，羣臣不得辭也。其當罰者，羣臣不敢避也。夫賞功誅罪，所以爲天下致利除害也。草茅弗去則害禾穀，盜賊弗誅則傷良民。夫舍公法而行私惠，則是利姦邪而長暴亂也。行私惠而賞無功，則是使民偷幸而望於上也。行私惠而赦有罪，則是使民輕上而易爲非也。夫舍公法，用私惠，明主不爲也。故《明法》曰：「不爲惠於法之內。」
