權衡者，所以起輕重之數也。然而人不事者，非心惡利也，權不能爲之多少其數，而衡不能爲之輕重其量也。人知事權衡之無益，故不事也。故明主在上位，則官不得枉法，吏不得爲私。民知事吏之無益，故財貨不行於吏。權衡平正而待物，故姦詐之人不得行其私。故《明法》曰：「有權衡之稱者，不可欺以輕重。」
